My New Xbox 360 Won't Play Previously Downloaded Games?

On my old xbox I bought Black, Destroy All Humans, Grand Theft Auto San Andreas, Halo: CE, and Fable II. I transfered all of these over to my new Xbox 360, and went to Xbox.com and did the license transfer thing and transfered the licenses to my new xbox.. When I pushed the link on Xbox.com to begin downloading the games to my hard drive it said "Ooops this page cannot be found".. I recovered my gamertag, redownloaded San Andreas, and it still gave the same message. "This game could not be played, try redownloading. Contact Xbox.com/support for help." I've downloaded the game 3 times now, and it takes about two hours each time. And it doesn't freaking work. Help?
